I'm not sure if he was asked about theory or strategy by some bureaucrat about this. This response is my favorite Reagan quote. Even more so than: "Mr. Gorbachev, tear down this wall!"
I love the simplicity in it.
I sure miss the guy.

He said it to Richard Allen, his future national security adviser. I used it in an article 2+ years ago ( http://tinyurl.com/2fpw3y ), in response to some obligatory Reagan bashing I'd read about.
